This phase includes:

• Data and baseline collection
• Operational feasibility review
• Cost structure evaluation

No initiative will launch without validated local alignment and transparent budgeting.

  2. A defined initiative plan will be outlined
  3. A projected budget framework will be published
  4. Launch timeline will be confirmed
